Twitter CEO commits NCAA violation using Twitter

One of the problems with this digital age is the availability and accessibility of young athletes with questionable decision-making skills who can be potentially swayed by a tweet or a comment on the Internet. While it is simply obnoxious for a fan of a school to compliment or insult a recruiting prospect on Twitter, it is an NCAA secondary violation for a booster of a school to contact a recruit before he has signed his Letter of Intent.

On Sunday night, Twitter CEO and Michigan booster Dick Costolo broke this rule. Costolo tweeted a recently committed Michigan recruit, 2015 wide receiver George Campbell, congratulating Campbell on his choice to attend Michigan. The NCAA views that as a violation. Actually, it's two violations because not only did Costolo reply to Campbell, his first tweet was a reply to Wilton Speight, a 2014 Michigan commit.

NCAA bylaws - that are most likely made up as they go along - concerning the role of boosters state, "As a booster, you may not: Contact a prospect in-person on-campus or off-campus Contact a prospect by telephone, email, Internet or letter."

"If a violation occurs," the bylaws state, "it may jeopardize a student-athlete?s eligibility for intercollegiate competition, jeopardize a school?s membership status with the NCAA or cause a booster to lose access to all booster benefits."

Costolo is the CEO of Twitter and an apparently avid Michigan sports fan. Shouldn't he know how the rules work on the social media service that he runs?

I doubt Campbell is suspended or any sanctions are issued due to Tweet Gate 2013, but if Campbell is penalized, at least he likes what Costolo is doing with the place.

Google tells Glass developers to build apps on Android SDK before official GDK arrives

Chomping at the bit to design your own Google Glass app? You'll have to wait a little bit longer to get your hands on Google's to-be-released Glass Development Kit (GDK), a software toolkit that will officially (and finally) allow developers to build apps that can run directly on Glass itself.

Currently, the best one can do is to design a web-based service ? "Glassware," as Google describes it ? that interacts with Google Glass via cloud-based APIs. Limited APIs, we should note; Developers interested in exploring the full range of functionality that Glass (supposedly) provides have noticed that Google hasn't exactly given them the kitchen sink to play around with.

"The platform itself is a RESTful-based API meant for sending small messages of push data. Video, picture, audio, and text linked from HTML/CSS formatted messages are sent via a web service request to the Google Glass Mirror API. The API is not for developing true native applications," writes Playground's Dave Senior.

Well, Google has a (temporary) fix for that, at least. According to a new Google+ post from the Glass Developer Relations Team, developers are now being encouraged to "design and develop your awesome ideas" via the current Android SDK while waiting for the official GDK to hit the web.

"Glass is built on the Android 4.0.4 platform, so you can write APKs using the standard Android SDK (API Level 15) and sideload them onto Glass. The Android SDK provides you with a wide range of APIs to do things such as access the low-level hardware, render OpenGL, use stock Android UI widgets, and much more. You can even use the Android NDK to develop," reads Google's description on its Glass Development Kit webpage.

Those new to Glass and Android can benefit from some of the sample APKs that Google's thrown up onto GitHub, which consist of three simple Compass, Level, and Stopwatch apps.

"When we launch the GDK, we'll also update these samples to show the migration path from a traditional Android app to a full Glass experience," reads Google's site.

Last week saw coder Chad Smith bring unofficial analytics and advertising apps to Google Glass.?

(AP) ? Called out by the army, the largest crowds in 2 1/2 years of upheaval filled Egypt's streets Friday, while ousted President Mohammed Morsi was formally placed under investigation on a host of allegations including murder and conspiracy with the Palestinian militant group Hamas.

Morsi's supporters also showed no signs of backing down, though they turned out in vastly smaller numbers. The demonstrations in Cairo remained mostly peaceful into the night, but in the city of Alexandria seven people were killed and over 100 were injured, officials said.

Late Friday night in Cairo, police fired tear gas to disperse hundreds of Morsi supporters ? a possible sign of a new intolerance for marches that block city streets.

The announcement by prosecutors of the investigation against Morsi, which is likely to pave the way to a formal indictment and eventually a trial, was the first word on his legal status since he was deposed by the military July 3. Since then, the Islamist leader has been held incommunicado in a secret location.

Both sides tried to show how much public support they enjoy. But the millions who turned out for the pro-army demonstrations overwhelmed the streets in multiple cities in Egypt, including some that rarely seen any rallies since the 2011 uprising.

Throngs of people turned out in Cairo's Tahrir Square and in other cities, answering a call by army chief Gen. Abdel-Fattah el-Sissi, who urged them to give him a mandate to stop "potential terrorism" by supporters of Morsi's Muslim Brotherhood.

Portraits of the smiling el-Sissi in sunglasses dominated the crowd in Tahrir and one near the presidential palace across town. Posters with his picture were emblazoned with the words "the love of the people," and demonstrators wore small photos of him around their necks or carried a picture of his face on an Egyptian one-pound note.

Security was heavy after el-Sissi vowed to protect the rallies from attacks by rivals. Tanks guarded one entrance to Tahrir and police were stationed at other parts.

"The army is here to protect the people. They don't lie," said Ezzat Fahmi, a 38-year-old in the crowd. He said el-Sissi called the rallies "so the entire world can see that the Egyptian people don't want the Brotherhood anymore."

El-Sissi's plea came at a time when the political standoff with Morsi's supporters showed no sign of resolution. It raised speculation that he may be planning a crackdown on the toppled president's allies, who have held a sit-in outside the Rabaa al-Adawiyah Mosque in Cairo and near daily rallies elsewhere in the capital for three weeks.

The rallies have often turned violent, with more than 180 people killed this month. The Morsi supporters and opponents blame each other for the bloodshed, and people in both camps have been seen carrying weapons.

The unrest, as well as claims that Islamist groups are stockpiling weapons and escalating attacks against troops in the Sinai, were used by the country's new military-backed rulers as a basis for demanding popular support.

The interim leader, Adly Mansour, told the private TV station al-Hayat that his government seeks to include everyone, but it will not accept lawlessness, blocked roads and attacks on state institutions. He urged the pro-Morsi protesters to go home, promising they won't be pursued or arrested.

"I can't negotiate with whoever has committed a crime. But those who were duped or those who want to belong to Egyptian society, we welcome them," he said. But he added: "The state must interfere (against lawlessness) firmly."

Not long after the speech, police moved in quickly to break up a crowd of Morsi supporters marching on a main overpass in Cairo near the pro-Morsi sit-in, firing tear gas. Clashes with security forces ensued as protesters tried to extend their sit-in beyond the mosque into a main boulevard. Mahmoud Zaqzouq, a Brotherhood official, said a number of protesters had minor wounds.

Interior Minister Mohammed Ibrahim told a private TV station that the sit-in at the Rabaa mosque will be removed by legal means. He did not elaborate but said residents of the area have filed police reports against the encampment.

Police spokesman Hani Abdel-Latif told The Associated Press that 53 pro-Morsi supporters were arrested around Egypt on Friday in possession of weapons, ranging from knives to homemade guns.

El-Sissi deposed Morsi after four days of huge protests by millions of Egyptians demanding the removal of the country's first freely elected president following months of disagreements between him and the largely secular opposition.

The accusations against Morsi are connected to a prison break during the 2011 uprising against autocrat Hosni Mubarak. Gunmen attacked the Wadi el-Natroun prison northwest of Cairo, freeing inmates, including Morsi and about 30 other figures from the Muslim Brotherhood. The prosecutors allege Morsi and the Brotherhood worked with Hamas to carry out the break, in which 14 guards were killed.

Egypt's MENA news agency said Morsi was being investigated over allegations of collaborating with Hamas "to carry out anti-state acts, attacking police stations and army officers and storming prisons, setting fire to one prison and enabling inmates to flee, including himself, as well as premeditated killing of officers, soldiers and prisoners."

In recent months, a court in the Suez Canal city of Ismailia has heard testimony from prison officials and intelligence officers indicating Morsi and his Brotherhood colleagues were freed when gunmen led by Hamas operatives stormed the prison.

Morsi supporters called the investigation politically motivated. Muslim Brotherhood spokesman Ahmed Aref said the move showed "the complete bankruptcy of the leaders of the bloody coup."

Brotherhood officials have said they escaped when local residents broke into the prison to free their relatives and that they had no knowledge of it ahead of time.

Hamas has consistently denied any involvement in the jailbreak. A spokesman for the militant group, Sami Abu Zuhri, condemned Morsi's detention order as "an attempt to drag Hamas into the Egyptian conflict."

U.S. State Department spokeswoman Jen Psaki expressed deep concern about reports of Morsi's detention.

"I can't speak to the specific charges. But we do believe that it is important that there be a process to work toward his release," she said. "Clearly, this process should respect the personal security of him and take into account the volatile political situation in Egypt and that's where our focus is. We have conveyed publicly and privately that his personal security and treatment is of utmost importance."

MENA said Morsi has now been formally detained for 15 days pending the completion of the investigation. It did not say whether he would now be moved to a facility where he could receive family visits.

The head of the prison authority, Maj. Gen. Mostafa Baz, said he has not yet received orders for Morsi's transfer to any of his facilities. The news agency indicated that Morsi has already been interrogated.

Egyptian institutions lined up behind el-Sissi's call for Friday's pro-military rallies, reflecting the extent of antagonism against the Brotherhood's hold on power in the past year.

State TV and most of the private broadcasters showed the pro-army rallies in various cities around Egypt, including aerial footage provided by military helicopters. Nationalist songs and parts of el-Sissi's speech in which he called for support were played throughout the day.

On Friday evening, TV networks stopped running soap operas that are wildly popular during the Muslim holy month of Ramadan. In a further show of support, church bells rang out during evening prayers when hundreds of thousands of protesters broke their Ramadan fasts. Interim Prime Minister Hazem el-Belbawi participated in the rally held outside the presidential palace.

A giant banner stretched across an entrance to Tahrir Square, the cradle of the 2011 uprising. It read: "The people, the source of all power, mandate the army and police to purge terrorism."

Three tanks guarded another street leading into the square, and helicopters swooped overhead.

"We have no parliament. Today is a quick referendum to support el-Sissi against the Brotherhood, whose members are terrorists," said Mohammed el-Shaer, who stood in Tahrir holding a portrait of the general in a golden frame. El-Shaer held the hand of his 10-year-old daughter, who was dressed in a military fatigues.

He called the rally a "popular referendum" on el-Sissi.

In eastern Cairo, tens of thousands of Morsi supporters at the Rabaa mosque sit-in chanted against el-Sissi and vowed to continue their push for the president's reinstatement. Others marched through some neighborhoods of Cairo.

Their rallies were mostly covered on TV by Al-Jazeera Mubasher Misr, and pro-Morsi activists emailed journalists videos and links to a live feed.

"When I first heard el-Sissi's call I was anxious," said 39-year-old Sayed el-Rawi, protesting outside the mosque. "But today, we saw that his speech encouraged more people to go down in the streets. ... They won't be able to break up the sit in."

The rival demonstrations are only deepening the country's divisions since Morsi's fall.

Clashes and fistfights broke out between both camps in Alexandria, with seven people killed and over 100 injured, according to health official Ibrahim el-Roubi. Some pro-Morsi supporters took cover inside a major mosque, leading to a standoff with opponents who besieged the place, locking them inside for hours.

Skirmishes also broke out in the Mediterranean coastal cities of Damietta and Mahalla, in the southern city of Luxor, and a Cairo neighborhood that left 64 injured, Health Ministry spokesman Khaled el-Khateeb and local security officials said.

It remains unclear what steps the military is planning after Friday's show of strength ? whether it would try to break up sit-ins by Morsi supporters or attempt to arrest more than a dozen Brotherhood figures who have warrants against them.

On the front page of the state-owned Al-Akhbar newspaper, the word "wanted" in English was plastered across photos of a number of Brotherhood leaders and allies who are facing warrants. Many of them are believed to be taking refuge at the Rabaa al-Adawiyah sit-in.

The prosecutors' announcement on Morsi also could signal a greater move to go after the Brotherhood in courts. Besides Morsi, five other senior figures from the group have been detained.

Hassan Mohammed, a 30-year old teacher who came from southern Egypt to join the pro-Morsi rally, remained steadfast.

"Even if we are going to die, me and my family, we won't leave this place before our president comes back. Even if it takes seven years. We are ready to be martyrs in the name of religion and the nation," he said.

The Oakland Mills boys soccer team put together its highest overall win total (13) of the past decade last fall, finishing third in the county standings and making the 2A North regional championship along the way.

The team?s mix of senior leadership and young talent was the backbone of that breakthrough campaign. John Caldwell, who will be a junior this year, is one of those underclassmen that are now hoping to help the Scorpions take that next step toward competing for a county championship.

Caldwell finished his sophomore year season with five goals and five assists. That point total (15) put him among the county?s top 20 scorers.

Celine Dion gets top Order of Canada honour

It?s taken five years, but singing star Celine Dion has attended a ceremony to pick up a medal elevating her within the Order of Canada.

The pop star was at the Governor General?s Quebec City residence to receive the award Friday, a day before her concert at the nearby Plains of Abraham battlefield.

It was a rare appearance outside Las Vegas for the Quebec-born star, who is in the midst of a three-year stint at Caesar?s Palace casino.

It was initially announced in 2008 that Dion would be elevated to the highest rank of the Order of Canada, that of Companion. She was first named to the order in 1998, at the lower rank of Member.

?Thank you for this great honour,? Dion said during the ceremony.

?I?ll try to be worthy by being a good Companion.?

She picked up the prize during a ceremony at the Citadelle fortress with her husband-manager Rene Angelil, who has now received a medal as Member of the Order of Canada.

Dion told reporters later that she had been blessed with an ?amazing career,? and was touched by the ?wonderful? experience whenever she returns home to a warm reception.

?We come here way too little,? Dion said.

She added that she had been closely following news from Lac-Megantic and was there ?in spirit,? in the community devastated by a train derailment July 6. The couple reportedly gave $100,000 to humanitarian efforts in the town.

Angelil thanked his wife in an emotional speech where he said his parents would have been proud to witness the moment.

?I want to thank the life given to me ? (by) the exceptional artist who was my engine, and the mother and wife who was even more exceptional who gave me wings,? Angelil said.

?Thank you, Celine. I adore you.?

It was a unique ceremony, in that Dion and Angelil were the only recipients and they delivered short speeches from the podium. Order of Canada ceremonies are usually group events featuring multiple recipients, who receive a few words of tribute and quietly pick up their medals.

In granting her the award, Rideau Hall lauded Dion?s music and humanitarian work.

?Celine Dion is not only an extraordinary ambassador for Canada, she also represents the values we hold dear,? said the citation read aloud before she accepted the prize.

?Her unique voice, infectious energy and great sensitivity contribute to her remarkable stage presence, which has won her fans from around the world. Moreover, her talent has garnered her countless national and international awards and honours.

?An incomparable artist, she is equally known for her compassion, generosity and commitment to a number of social and humanitarian causes. She is notably the national celebrity patron for Cystic Fibrosis Canada and honorary patron of the CHU Sainte-Justine. In addition, through her foundation, she also helps children in need and their families here in Canada and abroad.?

According to Rideau Hall, the Companion of the Order of Canada recognizes ?a lifetime of outstanding achievement and merit of the highest degree, especially in service to Canada or to humanity at large.?

As for Angelil, the citation lauded his philanthropic generosity, and ?determination and extraordinary flair? that propelled the careers of Quebecois singers.

Ford offers technology to help protect police officers at night

Ford has announced that it has new surveillance mode technology integrated into its Ford Police Interceptor that is designed to warn police officers of unexpected approaches from the back of their vehicle. The new protection technology uses existing driver assist technology already equipped in Ford vehicles.

When a person approaches the police vehicle from behind, the protection system automatically sounds in chime, rolls up the driver side window, and locks all the doors. The goal of the technology according to Ford is to help negate some of the risk a police officer faces when working in his vehicle at night.

The surveillance mode technology uses the existing backup camera, cross traffic alert, and reverse park assist to increases situational awareness for officers. The officer can activate the system when their vehicle is in park and the sensors and backup camera will continually monitor the area behind the vehicle. The officer can turn the system off when in an urban setting where the alarm would constantly be set off. ?
?I can tell you from personal experience at night that officer security is a critical concern,? says Freiburger. ?Unfortunately, there are people with bad intentions who sneak up on police officers. This system builds upon the Ford Police Interceptor DNA that puts safety and security at the top of the list.?

'Sons of Anarchy' gets the comic-book treatment

LOS ANGELES (TheWrap.com) - "Sons of Anarchy" has found a new - but decidedly old-fashioned - way to draw fans in.

The FX biker drama has inspired a comic book, which will launch September 11 through a partnership with Twentieth Century Fox Consumer Products and BOOM! Studios, which publishes such comics and graphic novels as "Adventure Time," "2 Guns" and "28 Days Later."

The hit drama will be brought into the comic-book realm by a creative team that includes writer Christopher Golden ("Hellboy"), artist Damian Couceiro ("Incorruptible") and cover artist Garry Brown ("X-Men," "Spider-Man").

BOOM! Studios CEO Ross Richie said that the "Sons of Anarchy" comics will add to the show's mythology "in a way that is authentic and meaningful."

"Our team at BOOM! Studios includes some of the biggest fans of 'Sons of Anarchy' and with our long-time desire to create a comic series around the show now a reality, we couldn't be more excited," Richie said. "We are focused on adding to the mythology of the show in a way that is authentic and meaningful, while working closely alongside Kurt, FX and Fox so that the fans get the best experience from a 'Sons of Anarchy' comic."

"Sons of Anarchy" returns for its sixth season, which is currently in production, on September 10.

NCAA seeks dismissal of Paterno family lawsuit

STATE COLLEGE, Pa. (AP) ? The NCAA asked a Pennsylvania court on Tuesday to dismiss a lawsuit filed by the family of the late coach Joe Paterno that seeks to overturn the sanctions against Penn State for the Jerry Sandusky child sex abuse scandal.

Some trustees, former players and coaches and current faculty members are also taking part in the same lawsuit, which the NCAA said was flawed and contained "various significant legal deficiencies."

College sports' governing body said in the filing in Centre County court late Tuesday that the civil suit must be dismissed in part because the university itself isn't part of the suit. The sanctions handed down in July 2012 were agreed to by the NCAA and the university president.

The NCAA also firmly denied a claim that it had conspired with former FBI director Louis Freeh's team in formulating the sanctions. Freeh led the school's internal investigation into the scandal, and the Paterno family and three former school officials have vehemently denied Freeh's scathing allegations of a cover-up.

"Their suit complains primarily about the conclusions of the Freeh Report, conducted at the behest of the Penn State Board, and the university's acceptance of its findings," NCAA chief legal officer Donald Remy said in a statement outlining the organization's arguments. "The NCAA did not commission the Freeh Report nor had any role in it.

It was the NCAA's first response to the case since the lawsuit was filed in late May. The NCAA also asked for related complaints against NCAA president Mark Emmert and Oregon State president Ed Ray to be dismissed for lack of merit. Ray was chair of the NCAA executive committee when the penalties were announced.

"Universities must be free to manage their own affairs, including their membership in the NCAA, without interference by disappointed or disgruntled individuals," Remy said. "While the plaintiffs may be unhappy with the conclusions and university's acceptance of the Freeh Report, the plaintiffs in this case were not sanctioned by the NCAA and have no legal basis to sue."

Paul Kelly, a lawyer representing the plaintiffs other than the Paterno family, said Tuesday he had not a chance yet to review the NCAA's lengthy response.

The landmark sanctions were announced a year ago Tuesday, on July 23, 2012. They included a four-year bowl ban, steep scholarship cuts and a $60 million fine.

The penalties, and the NCAA's handling of the Penn State case, remain the subject of scrutiny among some alumni, area residents and Pennsylvania politicians, as well as in the courts.

Earlier Tuesday, three trustees who took seats earlier this month offered support for the five board colleagues involved in the litigation. The suit said that the NCAA bypassed the organization's own rules in levying penalties against the football program with uncharacteristic speed.

The lawsuit also attacks Freeh's handling of the internal investigation, along with how and why the NCAA used Freeh's report as a basis for sanctions. "We firmly believe that truth and justice should never fear an open hearing and review ? whether in the courts or before the Board of Trustees," trustees Ted Brown, Barbara Doran and William Oldsey said in their joint statement.

The alumni-elected trustees elected this spring were endorsed by an alumni watchdog group that has been critical of the decisions of board leaders after the scandal began with Sandusky's arrest in November 2011, including Paterno's firing.

The NCAA filing came on the same day that Penn State issued a statement on bowl revenue. The school's nearly $2.3 million share of bowl revenue has been divided among the Big Ten's 12 member schools, including Penn State, to distribute for causes focused on child protection or advocacy. The school said the individual share for each school amounted to more than $188,000.

The Nittany Lions finished the 2012 season bowl-eligible at 8-4, but were banned from the postseason as part of NCAA sanctions for the Jerry Sandusky child sex abuse scandal. The $2.3 million represents Penn State's share of conference bowl revenue had the school been allowed to play in the postseason.

Penn State said its portion of the carved-up bowl share would be funneled through the Centre County United Way with instructions to split the money between the Stewards of Children program and the Children's Advocacy Center.

Coach Bill O'Brien and three players are scheduled to take part in Big Ten media days beginning Wednesday in Chicago.

FSU's Joyner reacts to new NCAA ejection policy

Amid Lamarcus Joyner's 90-minute jaw session with the media at yesterday's ACC kickoff, one topic made him less than jovial: The NCAA's increased penalties for unsafe hits.


For the 2013 season, a call for targeting a defenseless player or leading with the crown of the helmet comes with an automatic ejection. Considering there were 190 of those calls in FBS football last year, it's more than one per team.


"It's up to the officials to know when to call and not to call it," Joyner said. So don't over-exaggerate when someone's trying to hurt somebody or trying to break the rules. You have to know that football is off of game of reaction. You have to truly understand and know when to say somebody is violating the rules."


FSU has plenty of experience with that; namely two years ago when linebacker Nigel Bradham was ejected for an illegal hit against Miami. The ACC later said the call was incorrect.


"Why go through all that sending a guy off in a rivalry game that may be special to him and then come out later and apologize," Joyner said. "That's good on them, yeah, but it's late. The guy is out of the game."


Joyner, a candidate for defensive player of the year in the ACC, has built a reputation for physical play and big hits over the past three years. He said he may have to make some adjustments aspects of things to work around the new rule, but likely wouldn't change his style of play.


"I'm a physical guy," Joyner said. "So there's other ways to be physical within the rules. I'll find another way to be physical and hit somebody hard. ? I just think making nice wrap-ups, making nice form tackles instead of being out of control with it."


But there's ambivalence about how the rule will be applied. Every ejection will be subject to review, and ejections could be overturned based on video evidence. However, the penalty yardage is not subject to review and will be applied regardless of how the ejection holds up.


Rhoads emphasized that the new penalties were a continuation of the NCAA's emphasis on player safety and stressed that the onus remains with the defensive player to avoid lowering their helmet regardless of what the offensive player does.


Joyner, for his part, wondered if the new changes would also change the game negatively.


"(The officials) have to adapt to it too," Joyner said. "Because otherwise it's going to be a lot of flags thrown and it's not going to be football anymore. And you're going to have to go into the locker room at halftime and come out in gym shorts. Because football is a violent sport."

    ? Stashing profits offshore may soon get tougher for companies, thanks to an ambitious plan released Friday by the finance chiefs of leading world economies aimed at forcing multinationals to pay more taxes.

    Low tax payments by major global companies ? including Google, Amazon, Facebook and Starbucks ? have sparked public anger in Europe recently, as governments are struggling with high debts, low growth and austerity measures that are hitting ordinary taxpayers.

    "National tax laws have not kept pace with the globalization of corporations and the digital economy, leaving gaps that can be exploited by multinational corporations to artificially reduce their taxes," the Organization for Economic Cooperation and Development said in announcing the new tax plan Friday. It was unveiled at a meeting of the Group of 20 finance ministers in Moscow.

    The Paris-based OECD says that the new 15-point plan includes ways to close loopholes and allow countries to tax profits held in offshore subsidiaries. If it is adopted, the measures would be implemented over the next two years and target such practices as deducting the same expense more than once, in more than one country.

    The plan also has a special focus on the online economy, where commerce flows across borders constantly and it's harder to tie revenue and profit to a single country.

    U.S. Treasury Secretary Jacob Lew hailed the plan as a "major step toward addressing tax avoidance by multinational firms." In a statement out of Washington, he said, "We must address the persistent issue of 'stateless income,' which undermines confidence in our tax system at all levels."

    The plan's designers insist it isn't anti-business, and is in part aimed at making things more consistent for companies and governments.

    Russian Finance Minister Anton Siluanov, the host of Friday's G-20 meetings, said it's aimed at allowing "multinational corporations to prosper without loading a higher tax burden on domestic companies and individual taxpayers."

    G-20 finance officials are also looking at giving countries a score of 1 to 4 depending on how cooperative they are with other governments on tax evasion, tax fraud and money laundering.

    The OECD has been at the forefront of efforts to tackle tax evasion, especially since the global financial meltdown five years ago. But repeated pledges at G-20 meetings have not always lived up to their promise, and companies around the world continue to turn regularly to tax havens to reduce their tax burden.

    The problem has gained urgency as European governments, struggling with exceptionally tight budgets, become more determined to recover any revenue they can from rich companies seen as avoiding fair taxes.

    Over the past year, Britain, France and Germany have pushed particularly hard for more coordinated international efforts to get corporations paying more taxes. But some countries in Europe, such as Ireland and Luxembourg, have been reluctant to join in because they currently attract major companies by offering low corporate taxes.

    Last month, an influential committee of British lawmakers issued a scathing report that said Google made highly contrived arrangements serving no purpose other than to avoid paying full taxes.

    Google argues that its practices are legal and transparent, and that the overwhelming majority of sales actually occur at the company's European head office in Ireland ? where corporate tax rates are much lower than Britain.

    Advocates for the world's poor welcomed Friday's pledge, but some said it still doesn't go far enough.

    Former U.N. Secretary General Kofi Annan urged the leaders of the G-20 to set aside differences and adopt the tax evasion plan when they meet in Russia in September.

    In a post on the website of the Elders, a group of leading elder statesmen, he criticized "the corrosive effects of unfair tax practices."

    "Something is indeed gravely amiss when multi-billion dollar companies are paying a lower rate of tax than the citizens from whom they derive their profits," he wrote.

    He said Africa in particular has suffered, noting that it loses more in illicit financial outflows than it receives in international aid.

    Washington-based nongovernmental group Global Financial Integrity said the OECD should have pushed for even more tax transparency by companies, such as listing how much money they earn in each country.

    "Requiring companies to disclose where they're operating, where they're making their profits, and where they're paying taxes is a straightforward way to detect and deter corporate tax dodging," it said.

    Tell me about yourself and VentureHealth.
    I?m a venture capital investor and entrepreneur focused on healthcare investing and company building. I began my career in life science when I graduated with a BA from UC Berkeley, and went right into the research side of Genentech. After Genentech, I went to Harvard Business School and founded my first company there. I returned invested capital back to investors. I didn?t make a killing, but learned a lot.

    After that, a friend and I took over a company called Operon that makes synthetic DNA and built it up into the world?s number one provider of DNA. At Operon, I ended up running the entire demand side of the business: sales, marketing, customer support. My friend Nathan Hamilton ran operations, R&D, and reinvented the way they make DNA. We ended up selling that company for a $150 million in June 2000 without taking any venture money.

    After that, I became an angel. As an angel, I realized that one of the challenges is getting access to the very best deals; getting access to venture-quality deals. I joined a small venture fund and then I met my current partner Mir Imran. Mir is one of these rock star innovators in the biomedical space. He?s founded about 24 companies and has returned billions to investors. He invented the implantable defibrillator, among many other things, which has generated over $200 billion in revenues. Not bad. Mir is one of these guys where 80 percent of the things that he does return money for investors. He?s very good at what he does.

    VentureHealth was not an idea that came out of nowhere. When we were raising our second venture firm, a number of folks wanted to co-invest with us because of our previous successes. Mir had lots of success. There are many healthcare professionals who would like to get involved in healthcare startups, but don?t know how to do it. Those are the folks who initially began reaching out to us.

    Our initial response was really kind of uncertain. Investing is very risky, and we didn?t want to encourage people to partake in investments they didn?t understand. But as we kept chatting with high net worth individuals, we realized that there?s a large pool of financially sophisticated folks who want access to venture capital deal quality deals in healthcare, but who don?t know how to do it and don?t have a time to figure it out. We help them get access to venture quality deals in ways that were consistent with SEC guidelines.

    Then the JOBS act came along. The future is going to become very interesting. The future is going to allow groups like ours to expand our investor base and publicly disclose when we?re raising capital. We can?t do that yet. The SEC is being thoughtful and measured in how it goes about regulating the JOBS Act.?

    For right now, everything we?re doing is within the confines of the current law and the current regulations, which is why we?re doing what we?re doing with accredited investors we personally vet who really understand the risk. But if and when the SEC begins to actually implement the JOBS Act, we?re watching that carefully and we plan to respond appropriately once the doors are wider open.

    Could you provide a quick summary of the JOBS Act and what it means for angels, accredited investors, and the general public?

    The JOBS act will allow potentially hundreds or thousands of investors to invest, a true crowd of individuals who have much less money to write much smaller checks and get involved in a venture capital deal or any kind of startup deal.

    But we?re not there yet. The SEC is still ironing out the details. It?s something that the SEC wants to move slowly towards that because they really want to make sure folks who invest know about what companies are doing and they understand the risks of investing capital. The SEC particularly wants to protect individuals against fraud, which we agree with.

    For VentureHealth, we see the JOBS Act having an immediate impact on high net worth individuals as soon as? the next 12 or 18 months. We?re going to be thoughtful about how we begin to open up to a true crowd.

    ?

    Right now, VentureHealth is only focused on accredited investors?

    Exactly. Healthcare equity crowd-funding is very new. There are companies mushrooming up trying to make equity crowd-funding platforms real. One of the most successful that?s focused on the consumer space is called CircleUp. If you?re an entrepreneur raising money yourself, you should probably have a look at CircleUp?s model just to understand what they?re doing. They?re venture backed. They?re doing deals every month. Like us, they?re focused on accredited investors for now, but are trying to open up to the general public when it becomes legal.

    You?re not taking any cash from the startup.

    That?s right. The VentureHealth portal takes no cash from startups. That approach may be attractive for entrepreneurs, but does not necessarily make sense from an investor?s perspective.

    This can be counterintuitive until you think through the incentives. We?re compensated along with the investors like any venture firm. In the case of VentureHealth, the individual investors make the decisions. The money flows from them. They?re the ones who own the equity through a fund structure. If the company returns cash to investors, we participate as members of the general partner.?

    In contrast, if you?re a broker-dealer, you make money every time cash flows into a startup, so your incentive is to drive as many transactions as you can regardless of quality. Whereas for us, the incentive is to only take deals if we?re going to ultimately make money for investors. We?re aligning with the investors to try to find companies that are going to have successful outcomes as opposed to just driving a whole bunch of deals.

    What separates VentureHealth from AngelList?

    AngelList is a successful, creative approach to crowd-funding at high volume. AngelList has allowed lots of startups to put their wares up on the website and allowed lots of individual investors to look at those deals. It enables connection between the investors and startups. AngelList does not have a model, as far as I know, where it makes money by charging the startups or the investors.

    I think they?re providing a really valuable service to everyone. As an angel myself, I appreciate what they do. I think they?re a great company and they?re well off. But what we do is very different. We curate our deals and only select investment opportunities that meet our criteria. As our exits this year reflect, our approach seems relatively robust. We curate our deals and will post far fewer than AngelList.

    Conversely, AngelList does not try to protect investors from bad deals, just like Kickstarter doesn?t either. It?s really up to the investor. Investor beware, which is the case with many robust marketplaces. In the case of healthcare investing, however, investors often don?t have the clinical, regulatory, and business perspectives to bring an opportunity into the proper focus.?

    I think that there?s a lot of value in their model, but the model does require a lot of understanding on the part of the investors. That does not always translate well into healthcare.

    Our model is simple. We do our best to protect our investors, unlike AngelList and Kickstarter and most of the other equity crowd-funding platforms. Another way of saying this is we try to find the most attractive opportunities run by the best entrepreneurs. Our assumption is that, over time, this will prove successful for everyone.

    What stops you from taking all of the best deals for yourself?

    We manage about $72 million right now, which is really small money in the big picture of things. Our fund is not going to be able to fund all healthcare innovation. Far from it. We sit back a little bit and think about what?s happening in healthcare.

    A lot of life sciences venture funds have been failing. The supply of venture capital dollars for life sciences innovation is, shall we say, challenged and at the same time there?s a strong demand from accredited investors who are not traditional angels and don?t know how to source or invest in these deals.

    You?ve mentioned life sciences explicitly a few times. Is VentureHealth only focused on life sciences such as pharmaceutical and biotech or are you also looking at software, hardware, services, wellness, PRM, and medical devices?

    For us it all begins with clinical outcomes. If we can see a way to really dramatically impact clinical outcomes, then we begin to get excited. That said, our history has been medical devices, and we have recently been moving assertively into biopharmaceuticals.

    How big is the team curating deals?

    The answer is a little complicated. There are three of us who are co-founders of the portal ? Mir Imran, Talat, and me. We all had a lot of experience making and curating deals. But there are another 30-plus people inside InCube Labs ? who are great friends of ours? ? who actively work in forming companies and doing research. In a sense, we get a free ride from a much larger group of people, primarily PhDs. They?re from pharmacology, engineering, protein science, material science, implantable sensors, Wi-Fi technology, and even guys in social media and web development.

    The Cats' House in San Diego closes, cats go east

    LOS ANGELES (AP) ? They enjoyed the high life for years. Now eight cats accustomed to the creature comforts of a house that features an elevated feline freeway have not only been brought down to Earth, but squeezed into a 30-foot motorhome with the family Chihuahua.

    Gus, Sam, Dave, Stella, Lili, Eddie, Zander, Willow and Sadie the Chihuahua are biding their time in the motorhome, which is parked in the driveway of the San Diego home known for a quarter century as "The Cats' House."

    Bob Walker and Frances Mooney have sold the house. Escrow closed on July 3 and before the month is over, Walker, Mooney, cats and dog are moving to Fredericksburg, Va.

    Walker and Mooney moved into the house in 1986 and turned it into a human-sized cat condo with 140 feet of elevated highway, tunnels, ramps, a spiral staircase, rest areas and scenic vistas. It even had a floor-to-ceiling scratching post.

    The kitty thoroughfare remains but has been painted white like the rest of the house. The new owners don't have a cat.

    It used to be a kaleidoscope of colors. Even the outside was purple.

    Walker, 63, a photographer and builder, and Mooney, 61, an artist, shared the house.

    Walker published eight photo books, including "The Cats' House." Over the years, the unusual home attracted over 50 film crews from around the world. At a book signing in 1996, more than 900 people showed up.

    The couple was featured in a Chris Smith documentary, "Home Movie" shown at the 2001 Sundance Film Festival and later released on DVD.

    Walker, Mooney and the cats even had a line of postcards at Target.

    Until five months ago, Walker said they thought they'd spend the rest of their lives in the four-bedroom, 1,500-square-foot home overlooking Mission Bay. Built in the 1950s, it was also Mooney's childhood home.

    "Then we decided to go on a new adventure and move to the East Coast," Walker said.

    Sadie, Zander and Willow are 3, so this will probably be the couple's last batch of cats, he said. Cats are 15- or 20-year commitments and they don't want to leave any behind.

    Mooney "was always bonkers for cats," Walker said. On their wedding day in 1973, they adopted Beauregard, their first cat as a couple.

    The ceiling superhighway started when they decided to divide the living room and dining room with a stained glass window. To keep cats from damaging the furniture, they added the floor-to-ceiling scratching post, wrapped with 395 feet of dyed pink sisal rope.

    The cats loved it, Walker said, but after chasing each other up the scratching post and across a suspended beam, they had to stop abruptly.

    The answer was tunnels and freeway extensions. Walker used 2-by-6 inch planks of Douglas fir. To accommodate the oldest members of the troupe, he added the 23-step spiral staircase into the TV room and a carpet-covered ramp into the bedroom.

    Over the years, they've had 35 cats, though never more than a dozen at once.

    They had eight litter boxes around the house and cleaned a lot, Walker said. In the motorhome, they don't have as much to clean, but there is only room for one litter box ? on the shower floor ? and they have to change it at least twice a day.

    In Fredericksburg, they plan to buy a home and build a bigger, better, longer, stronger and more artistic catwalk.

    Walker said he's anxious to start on a two-story cat house, but he's a little worried about the slope challenge.

    Last week, over 150 farmworkers from Sakuma Farms near Burlington [Washington], a two-hour drive north of Seattle, walked off the job. The workers pick strawberries and raspberries. Sakuma Farms is a major supplier of berries to Haagen Dazs. The co-owner, Steve Sakuma, says chances are if you eat Haagen Dazs fruity ice creams, it's their berries that make them so delicious. Farm management has not returned calls seeking comment on the strike.

    The workers, many of whom are undocumented, have a broad range of bold demands. They're calling on farm employees?from executives down to crew bosses?to stop with the demeaning bullshit already. "Cease and desist from disrespectful and racist language such as 'oaxaquita,' 'indio,' 'estupido,' and the use of stereotypes around inherent 'laziness,' 'drunkeness,? or 'dirtiness' of Triqui and Mixteco farmworkers," they say in a press release.

    They say bosses should receive mandatory sensitivity training and be fired for racism. And they want paper receipts for their picked berries as well as better housing conditions?many of them live on labor camps run by Sakuma Farms.

    Two key demands have already been met: The owners agreed to reinstate worker Federico Lopez, who was fired on July 10 for complaining about harassment, the workers say. And negotiations yesterday reportedly resulted in foreman Antonio Lopez, who workers describe as verbally abusive, being either dismissed or moved to another farm.

    One of the biggest outstanding demands is for a more than doubling of wages from 30 cents per pound of berries picked to 70 cents. Workers say under the current wage rate, it's impossible to earn minimum wage. They're also demanding the farms pay for all overtime hours.

    "If you want to make anything at all, you gotta really bust your ass. I cried when I was out there, because I hated it," Joaquin Martinez told me during a farmworker march in Bellingham in May. He used to pick raspberries?about half of the world's raspberries come from the region?with his family. "You'd go from bush to bush clipping all the dead stems. Half mile rows, sometimes longer... your break would be when you got done with one row, and you'd walk over to the next one."

    "We have a saying as we go out to the fields: a matarse. We're killing ourselves now," Martinez added, with a wry laugh. He said the work would be bearable if wages were higher and they weren't so rushed.

    Another of the Sakuma Farms workers' demands is for "adequate child care or reasonable working hours."

    "It's technically illegal for kids under 13 to be working on the farms," Edgar Franks, a farmworker organizer from Communidad a Communidad, told me by phone today. "But around the whole labor camp there are tons of kids running around. The ones that are of age, there's no doubt that they're working."

    Natalia Villa, a high school senior, broke down in tears as she told me about working in the fields as a minor, during the march in May. "You're on your knees to get the bad stems. You get scraped all over your arms and face. It was hard for me, because I was small and reaching and trying to not cut the raspberry stems," she explained.

    "Sometimes we'd get in trouble for talking to our own siblings," she said. "It was horrible." Now she works as a custodian at her church. She's on her school's wrestling team and hopes to get a college scholarship. "I realized that farm working is not something I want," wiping away tears. "I want to succeed and prosper in life."

    Verlander no-hits Texas until 7th, Tigers win

    (AP) ? Justin Verlander's no-hit bid was finally over in the seventh inning ? and before refocusing, the Detroit ace saw his shortstop do something amusing.

    "When the double was hit, and the ball came back in, everybody started cheering," Verlander said. "(Jhonny) Peralta caught the ball and looked up at the board checking the hits. That's when I knew he didn't know. I was like, 'Come on, Jhonny.'"

    Verlander fell seven outs short of his third career no-hitter, but the Detroit ace looked sharp in his final start before the All-Star break, and the Tigers backed him with three home runs in a 5-0 victory over the Texas Rangers on Sunday.

    Mitch Moreland's two-out double to right-center broke up Verlander's bid. Verlander (10-6) left the game after the seventh with a tight right quad muscle, having allowed just that one hit and three walks.

    "It was just kind of starting to get tight," Verlander said. "There's really no need to push it."

    Torii Hunter, Victor Martinez and Jhonny Peralta hit solo homers off Texas starter Martin Perez (3-2). The Rangers finished with two hits.

    Verlander was picked for the American League All-Star team but was replaced for Tuesday night's event. Under baseball's labor contract, pitchers who start on the Sunday before the All-Star game may opt not to participate.

    Although he also took a no-hitter into the seventh at Houston on May 5, Verlander's overpowering aura hasn't been quite the same this season. Sunday's gem lowered his ERA to 3.50.

    He struck out only three but was effective anyway.

    "It was a little bit different Verlander than what we usually see," Moreland said. "He mixed a lot of off-speed in there and kept us off-balance. I felt like we hit some balls hard, but it seemed like they went right to them. You've got to tip your hat to what he did, it's always a battle going against him and he's where he's at for a reason. It was a tough one for us."

    Verlander no-hit Toronto on May 7, 2011. His other no-hitter came June 12, 2007, against Milwaukee.

    Nolan Ryan, Sandy Koufax, Bob Feller and Cy Young are among the five pitchers with at least three no-hitters. Larry Corcoran, an ambidextrous pitcher who won 177 games from 1880-85, is the other one.

    Verlander took the mound about 12 hours after San Francisco's Tim Lincecum finished a no-hitter of his own at San Diego.

    The drama began building in Detroit in the fourth when Tigers left fielder Matt Tuiasosopo got turned around on a line drive by Nelson Cruz. He was able to recover and reach up for the catch.

    In the fifth, Hunter ran to the corner in right to catch a flyball by Elvis Andrus. Jurickson Profar, the next hitter, sent a smash toward Martinez, who was playing first base because Prince Fielder was Detroit's designated hitter Sunday. Martinez made the stop and took the ball to first himself for the third out of the inning.

    Hunter went deep in the first to give the Tigers a 1-0 lead, and Martinez and Peralta hit back-to-back homers in the fourth.

    Detroit added two runs in the sixth on RBI singles by Peralta and Tuiasosopo, although that rally made Verlander wait a while before taking the mound again.

    The following inning was when Moreland connected for the first Texas hit. Neither Hunter nor center fielder Austin Jackson had much of a shot at Moreland's drive.

    "Obviously, it's one of those things you start to think about," Verlander said. "I've been there before, where I've lost them in the sixth, seventh, eighth, ninth. So I guess I've ? not become accustomed to it ? but you learn to just refocus and just get the next guy. That's all I can do."

    This was much better than Verlander's outing at Texas on May 16, when he allowed eight runs and didn't get out of the third inning.

    Verlander has been overshadowed a bit this year by fellow Detroit right-hander Max Scherzer, who is a strong candidate to start Tuesday night's All-Star game at Citi Field in New York. But Verlander showed Sunday why he, too, is an All-Star.

    "I think he's been a very good major league pitcher that has expectations that are almost impossible to live up to," Detroit manager Jim Leyland said.

    Verlander received a nice ovation from the home crowd after the first Texas hit, and another one when he came back to the dugout after retiring his final batter.

    NOTES: Perez allowed five runs and four hits in 5 2-3 innings. He struck out four and walked three. ... Leyland said Anibal Sanchez will start Friday at Kansas City in the first game after the All-Star break, followed by Verlander, Doug Fister, Scherzer and Rick Porcello.
